A RESOLUTION OF THE CITY OF WEST PLAINS, MISSOURI, AUTHORIZING EXECUTION OF GRANT DOCUMENTS FOR A LAND AND WATER CONSERVATION GRANT PROGRAM

 

WHEREAS, The Department of Natural Resources is designated to award Land and Water Conservation Grant Program funding; and

           

WHEREAS, The Department of Natural Resources has approved grant funding for the Galloway Creek Nature Park Project in the amount of $110,850 shown in EXHIBIT A.

 

NOW, THEREFORE, BE IT RESOLVED by the City of West Plains, Missouri

 

Section 1:  That the City desires to participate with the Missouri Department of Natural Resources in the Gallaway Creek Nature Park.

 

Section 2:  The Mayor of West Plains, Missouri hereby is authorized to prepare and submit documents which are necessary in executing all grant documents pursuant to the aforementioned act.

RE:        Land and Water Conservation Fund FY 2002 Grant Awards

 

Dear Mr. Evans:

 

Congratulations on being selected to receive a Land and Water Conservation Fund grant in the amount of $110,850.00 for the Galloway Creek Nature Park project. We received twenty-nine applications with requests for over $3.8 million this cycle. The applications were very competitive and showed tremendous community support. Eighteen cities or counties were awarded nearly $2.5 million in funding this year at the October 25, 2001 meeting of the State Inter-Agency Council for Outdoor Recreation.

 

The Land and Water Conservation Fund Program uses federal monies administered by the National Park Service. Therefore, all projects are subject to the approval of this Federal agency before a grant agreement can be signed. The enclosed list outlines the required documentation and/or actions to be completed and sent to the Department of Natural Resources. If this documentation does not reach our office within 90 days of the date of this letter, your grant award could be jeopardized. If your project involves land acquisition, please call our office at the number below for further assistance. A copy of your project proposal and the documentation you provide will be forwarded to the National Park Service for approval; upon approval from the National Park Service, your grant agreement and administrative guide will be mailed to you. This agreement must be signed and returned before you begin construction on your project. The administrative guide explains the reimbursement procedure and other program rules.

REQUIRED DOCUMENTATION

 

Please submit ONE COPY of each of the following documents:

 

o     A letter transmitting the project proposal to the State Historic Preservation Office (Section 106 Form).

o     Intergovernmental review comments (EO-12372).

o     A letter received from the Regional Clearinghouse.

o     A resolution from the applicant’s legislative body authorizing the final application.

o     Control & tenure documents (deeds) for the existing parkland.

o     The environmental review and/or assessment of the project area.

o     A site plan depicting the legal boundaries of the project/park area, clearly marked (Section 6(f)(3) Boundary).

o     A location map of the proposed project area.

o     A floor plan for structures (if applicable).

ADDITIONAL REQUIREMENTS FOR PROJECTS INVOLVING ACQUISITION

Please submit ONE COPY of each of the following documents:

o     A statement indicating the status of rights retained by seller, or reservations/ restrictions on the land to be acquired

o     A brief description of each building on the land to be acquired and what will be done with the building upon acquisition.

 

Please submit TWO COPIES of each of the following documents:

o     Parcel maps illustrating the land parcel(s) to be acquired.

o     A time schedule for acquiring the parcel(s).

o     A preliminary master plan for parcel(s) acquired.

 

NOTE:   Possession of land (parcel) may not occur until your project agreement has been signed or you have obtained a written waiver from the National Park Service.
