RESOLUTION AUTHORIZING THE APPLICATION OF A GRANT UNDER THE RECREATIONAL TRAILS
PROGRAM OF THE MISSOURI DEPARTMENT OF NATURAL RESOURCES FOR THE WAYHAVEN
RECREATIONAL TRAIL PROJECT
WHEREAS, the City of West Plains, Missouri is an
expanding city in the growing county of Howell, and
WHEREAS, the City Park Board and the City Council of
the City of West Plains deems it desirable to provide walking trails in
neighborhoods.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF WEST PLAINS as follows:
Section 1. That application should be made under the Recreational Trails
Program of the Missouri Department of Natural Resources for a grant-in-aid reimbursable upon completion by the
state.
Section 2. That a project proposal be
prepared and submitted to the Department of Natural Resources.
Section 3. The Mayor
and City Administrator are hereby authorized to execute the necessary documents
for forwarding the project proposal application for a grant-in-aid under the
Recreational Trails Program. These
persons are also hereby authorized to sign the project agreement, subsequent
amendments, and other necessary documents between the city of West Plains and
the state of Missouri.
Section 4. If a grant is awarded, the city of City of West Plains accepts all responsibilities under the Recreational Trails Program. This includes, but is not limited to; all financial obligations required by the grant which include cash flow funds set aside for the total cost of the project as stated in the cost estimate part of the application, maintenance of the trail for public outdoor recreation purposes, compliance with the provisions of Title VI of the Civil Rights Act of 1964, and provisions made to accommodate people with a disability.
