The City Council met for a special council meeting at 4:00 p.m. on April 13, 2009. Members present were Mayor Joe Paul Evans, Councilman Jack Pahlmann, Councilman Bob Burtrum, Councilman Jim Goss and Councilman/Councilman Elect Lou Citro. Also present were City Administrator Royce Fugate, City Clerk Mallory Prewett, and Finance Director Dixie Williams.

Mayor Evans called the meeting to order at 4:00 p.m.
II. COUNCIL ACTION
A. Review
Election Results
Council reviewed the official election results (copy attached).
Councilman Louis M. Citro 257 Votes
The motion was made by Councilman Goss and seconded by Councilman Pahlmann to accept the official election results.
B. Administer Oath of Office
City Clerk Mallory Prewett administered the councilman oath of office to Louis M. Citro.
C. Council Appointments for FY10
1. Mayor ProTem
The motion was made by Councilman Citro and seconded by Councilman Burtrum that Councilman Jack Pahlmann is appointed as Mayor ProTem of the Council. Motion passed unanimously.
2. Department Assignment- Public Affairs
and Public Safety (see list)
This is assigned to the Mayor by state law.
3. Department Assignment - Accounts and Finance (see list)
This is assigned to the Mayor ProTem by state law.
4. Department Assignments – Public Utilities, Streets and Public Improvements, and Parks and Public Property (see list)
The motion was made by Councilman Pahlmann and seconded by Councilman Citro that the Public Utilities, Streets and Public Improvements, and Parks and Public Property Departments be assigned as listed (see attached copy). Motion passed unanimously.
D. Appointment of Officers as per 78.070 RSMo
The motion was made by Councilman Pahlmann and seconded by Councilman Citro that officers are re-appointed. Motion passed unanimously.
E. Appointment of Council Member to Planning Commission Board
The motion was made by Councilman Citro and seconded by Councilman Burtrum that Councilman Goss is appointed as council representative to the Planning Commission. Motion passed unanimously.
IV. ADJOURN
The motion was made by Councilman Pahlmann and seconded by Councilman Burtrum to adjourn. Motion passed unanimously.
