The City Council met for a in Special Session at 4:00 P.M. February 23, 2009 at the West Plains City Hall. Members present were Mayor Joe Paul Evans, Councilman Louis Citro, Councilman Jim Goss, and Councilman Bob Burtrum. Also present were City Administrator Royce Fugate, City Clerk Mallory Prewett, and Finance Director Dixie Williams. Councilman Jack Pahlmann was absent from the meeting.
Mayor Evans established a quorum and called the meeting to order at 4:00 P.M.

Approval of
Request for Proposal for redevelopment of an area in TIF #2
Ø Mr. Fugate announced the City is on a fast track with the possibility of a large retail store.
Ø The City Council must authorize the proposal before it is submitted to the Quill.
Ø A memo was sent to the TIF Commissioners to keep the TIF Commissioners informed and there will be a public hearing to accept the project and amend the TIF #2 for the project.
Ø The developers would like to begin construction by June or July and open by December.
Ø This retailer could provide 65 to 70 permanent jobs and up to 100 total jobs.
Jim Goss made the motion to approve the Request for Proposal for redevelopment of an area in TIF #2. Bob Burtrum seconded the motion. Motion passed unanimously.

continuation of contract with Howell County Health Department for Environmental
Public Health Services.

III.
MISCELLANEOUS
Ø
As for the ice storm, FEMA has agreed to pay for
75% of damages, while SEMA will pay for 10%. That will leave the City of West
Plains responsible for 15% of damages.
Ø
So far, interest in bidding has been received
from 12 to 15 firms including some from local companies.
Ø
Governor Nixon has asked DNR to lift the burn
ban for the time being.
Ø
The limb and brush piles will need to be neatly
stacked and away from in the road.
There was also discussion on the upcoming Open House for the new City Hall and Police Complex. It was set tentatively for March 23, 2009, same night as the City Council meeting. Dedication of the Gerald Elmore Conference Room will be held at 3:30, followed with Open House from 4 to 6 p.m.
A possible proclamation or
Resolution to the Elmore family should be complete at the March work session
meeting.
