West Plains City Hall
The City Council met for a Special Session at 2:00 P.M. June 9, 2009 at the West Plains City Hall. Members present were Mayor Joe Paul Evans, Councilman Jack Pahlmann, Councilman Louis Citro, Councilman Jim Goss, and Councilman Bob Burtrum. Also present were City Administrator Royce Fugate, City Clerk Mallory Prewett, and Finance Director Dixie Williams. Neil Adams and Steve Moore were also present.
Mayor Joe Paul Evans called the meeting to order at 2 p.m.

MISCELLANEOUS:
A. Discussion with Neil Adams on Potential Future Additions to City Electric Power Supply.
· Mr. Adams discussed with the Council the status of the City’s electric supply. The contract ends December 9, 2009. AECI and Sho-Me will not be extending the contract for the City of West Plains. The present power sources were reviewed. Mr. Adams proposed building a 161 line from the Associated substation to the City’s airport sub. Associated has expressed concerns about the sub being at capacity and the need for another transformer and upgrade of transmission lines. He also proposed a biomass waste gasification system that would utilize 240 tons a day of 50% municipal solid waste and wastewood. Steve Moore, a consultant with Garnett Wood Products, indicated the wood waste is just not available at this time. A summary and estimated cost is attached.
