SPECIAL CITY COUNCIL MEETING

West Plains City Hall

                                                    May 26, 2009

                                              4:00 P.M.

 

The City Council met for a Special Session at 4:00 P.M. May 26, 2009 at the West Plains City Hall. Members present were Mayor Joe Paul Evans, Councilman Jack Pahlmann, Councilman Louis Citro, Councilman Jim Goss, and Councilman Bob Burtrum.  Also present were City Administrator Royce Fugate, City Clerk Mallory Prewett, and Finance Director Dixie Williams. Dawn Hicks with the Howell County Health Department was also present to give information on becoming Smoke-Free in all restaurants.

 

I.          PRELIMINARIES:

Mayor Joe Paul Evans called the meeting to order at 4 p.m.

 

II.                MISCELLANEOUS:

 

A.                Smoke-Free Restaurants

·                  Mayor Evans stated that a few restaurants have called wanting the City to ban smoking from restaurants.

·                  Councilman Pahlmann stated he thought this would be an issue for citizens to address at the polls in November.

·               Dawn Hicks with the Health Department said she would send sample ballots, Ordinances, and literature on the different cities who have  gone “smoke-free.”

 

B.                 Bond Rating—DNR Stimulus

·                     Mr. Fugate discussed the previous decision to seek a bond rating to be in a position to issue bonds for DNR stimulus funds. Even though we have a thorough engineering study in hand and can have projects ready by the deadline, West Plains did not make the priority list since bonds are not already in place.

·                     Mr. Fugate recommended that bond rating be put on hold to see if anything changes to satisfy the $7,000 expenditure if we aren’t going to bond.

 

Swim Team: This item was not on the agenda but was briefly discussed. Swim Team Coach Christy Gardener called upset that the team could not use the City Pool as often as they would like. Mr. Stuart Tapson gave a few options for the Swim Team, including some that were free of pool rental, and they were declined. The Council decided to if Ms. Gardener was not satisfied with what was given to her she needed to visit the Park Board first. It was later learned that the Swim Team is satisfied with the arrangement Mr. Tapson worked out.

 

III.             Adjourn to Closed Session RSMo 610.021 (3) Personnel

 

The motion was made by Councilman Pahlmann and seconded by Councilman Citro to    adjourn to Closed Session. Motion passed unanimously.

IV.             Adjourn

 

The motion was made by Councilman Pahlmann and seconded by Councilman Burtrum to return to open session.

The motion was made by Councilman Pahlmann and seconded by Councilman Citro to adjourn the open meeting. Motion passed unanimously.
