The West Plains City Council met in regular session on January 14, 2002 at West Plains Public Library, 750 West Broadway with the following members present: Mayor Joe Paul Evans, Councilman Jack Pahlmann, Councilman Louis Citro, Councilman Bob Burtrum, Councilwoman Judy North, City Administrator/Engineer Royce Fugate, P.E., City Clerk Connie Shelton, and City Attorney Charles Cantrell.
Mayor Evans established a quorum and called the meeting to order at 7:00 p.m. Richard Wright gave the invocation and Councilman Citro led the Pledge of Allegiance.
The motion was made by Councilman Pahlmann and seconded by Councilman Burtrum that the minutes of December 17, 2001 regular meeting be approved. Motion passed unanimously.
III. CONSIDERATION
OF PAYROLL AND BILLS:
The motion was made by Councilman Citro and seconded by Councilwoman North to approve payment for the payrolls of December 25, 2001 and January 8, 2002, and bills for December 2001. Motion passed unanimously.
City Clerk Connie Shelton gave a financial report for the period ending December 31, 2001 (copy attached).

Mayor Evans read a proclamation for retired police chief Jim Boze and presented him with a service plaque.

to vacate a part of Winchester Street-Quail Run Subdivision was given second
reading. The motion was made by
Councilman Burtrum and seconded by Councilman Pahlmann that second reading of
Bill No. 3747 be accepted and become Ordinance No. 3747.

Bill No. 3748 to become Ordinance No. 3748
authorizing that all City or rural customers who have multiple users on one
water meter shall pay a minimum charge based on a ¾ meter regardless of the
size of their meter was given second reading.
The motion was made by Councilman Pahlmann and seconded by Councilman
Burtrum to accept second reading of Bill 3748 to become Ordinance 3748. City Administrator Fugate asked council to
reconsider this ordinance and also to research a change to charge the owners of
rental property instead of the individual user. Councilman Pahlmann and Councilman Burtrum withdrew their motion.
C.
Bill No. 3750 to become Ordinance No. 3750
providing for the imposition of a transportation sales tax in the City of West
Plains, Missouri for transportation purposes was given first and second
reading. City Administrator Fugate said
that if passed, the City would concentrate initially on repair and resurfacing
which will make a huge dent in current needs.
He estimated 10 plus miles per year. The motion was made by Councilman
Citro and seconded by Councilman Pahlmann that first and second reading of Bill
No. 3750 be accepted and become Ordinance No. 3750.

Bill No. 589 to become Resolution No. 589
authorizing a loan agreement between the City of West Plains and Community
First National Bank for a rescue truck.
The motion was made by Councilman Citro and seconded by Councilman
Burtrum that Bill No. 589 be accepted and become Resolution 589. Motion passed unanimously.
E.
Bill No. 590 to become Resolution No. 590
authorizing a written agreement by and between the City of West Plains,
Missouri and Benny Butler which agreement pertains to the leasing of an airport
hangar to Benny Butler and improvements to three airport hangars by Benny
Butler. The motion was made by
Councilman Burtrum and seconded by Councilman Pahlmann that Bill No. 590 be
accepted and become Resolution No. 590.
Motion passed unanimously.
F.
Bill No. 591 to become Resolution No. 591
authorizing the conveyance of real estate by the City of West Plains, Missouri,
a municipal corporation, to Southern Missouri Chapter of the National
Association of Home Builders, a Missouri not for profit corporation. Home Builders representative John Feller
said their organization will clean up the old building quickly. The motion was made by Councilman Pahlmann
and seconded by Councilman Citro that Bill No. 591 be accepted and become
Resolution No. 591. Motion passed
unanimously.

Reset February
Council Meeting (President’s Day)
Council agreed to reset the February council meeting to Tuesday, February 19, 2002.
B.
Report on Search Committee for Police Chief
City Administrator Fugate reported that Chuck Brotherton is doing a good job as interim chief and that the following people have been selected to serve on the chief search committee: Billie Chadwick, Stan Smith, Bill Shepard, Wayne Lovan, Herb Lundy, and Martha Carter. He said the Missouri Police Chief Association will take care of the advertising with resumes sent to the city committee to short list (8 or less). The Missouri Police Chief Association will then do an assessment with written, N-basket, and oral tests, and finally rank the candidates from a law enforcement standpoint. The committee will finalize choice(s) and make recommendation(s) to the City Council. The council concurred with using the Missouri Police Chief Association process since much of the cost would be necessary anyway for advertising to do a large-scale search.

The motion was made by Councilwoman North and seconded by Councilman Pahlmann to reappoint Graham O’Neal to the Industrial Development Board for a 6-year term. Motion passed unanimously.

Dunkin to University of Extension Board – 2 Year Term
The motion was made by Councilwoman North and seconded by Councilman Pahlmann to reappoint Wendy Dunkin to the University of Extension Board for a 2-year term. Motion passed unanimously.
