The City Council met for a special council meeting at 4:30 p.m. on March 11, 2002 at City Hall. Members present were Mayor Joe Paul Evans, Councilwoman Judy North, Councilman Jack Pahlmann, Councilman Louis Citro, and Councilman Bob Burtrum. Also present were City Clerk Shelton and City Administrator Fugate
Mayor Evans established a quorum and called the meeting to order at 4:30 p.m
II. RECOGNITION OF GUESTS
A. Dr. Jim Kaatz of Southwest Missouri State University said they would continue with the implementation portion of the Strategic Plan at the remaining contract price of $22,000 if the council chooses to do so. He said that they would update goals and objectives, have another planning session and weekend retreat, work with department heads on implementing the plan, and then follow-up. The additional retreat would not be an extra charge. Council advised Dr. Kaatz that they would review budget and discuss the matter.
A. Bill 3754 to become Ordinance 3754. First and Second Reading. An Ordinance adopting and enacting a new code of ordinances of the City of West Plains, Missouri, establishing the same, providing the repeal of certain ordinances not included therein, except as herein expressly provided, providing for the manner of amending such code of ordinances, providing a penalty for the violation thereof, and providing when this ordinance shall become effective was given first and second reading. The motion was made by Councilman Citro and seconded by Councilman Pahlmann that first and second reading of Bill 3754 be accepted and become Ordinance 3754. Motion passed unanimously.

B. Bill 594 to become Resolution 594. A Resolution authorizing a grant agreement with the Tony Hawk Foundation for the Skateboard Park - $5,000 was read. City Administrator Fugate reported that the City might not be able to meet one of the grant requirements of hiring a skateboard contractor to build the park. More information on this will be available later. The motion was made by Councilman Pahlmann and seconded by Councilman Citro that Bill 594 becomes Resolution 594 on the condition that all grant requirements can be met. Motion passed unanimously.

K C Gunite, Inc. $1,260 per day – 5 day total $10,800
City Administrator Fugate said that this method would be more expensive but we would gain five weeks on completion time, freeing up city crews for other projects. The motion was made by Councilman Citro and seconded by Councilman Pahlmann to accept the bid of K C. Gunite for the skateboard park. Motion passed unanimously.
Council reviewed both the City and Utility budget and made changes as listed on the attached copy. Council agreed to finish the strategic plan in house and not budget an additional $22,000.
The motion was made by Councilman Pahlmann and seconded by Councilman Citro to adjourn. Motion passed unanimously.
