MINUTES
WEST PLAINS CITY COUNCIL MEETING
Special Council Meeting
April 9, 2001

The City Council met for a special council meeting at 7:00 p.m. on April 9, 2001. Members present were Mayor Joe Paul Evans, Councilman Ray Gobel, Councilman Bob Burtrum, Councilman/Councilman Elect Lou Citro, and Councilwoman Judy North. Also present were City Administrator Royce Fugate, and City Clerk Connie Shelton.

I. PRELIMINARIES

Mayor Evans called the meeting to order at 7:00 p.m. An invocation was given and Councilman Citro led the pledge of allegiance.

II. COUNCIL ACTION

A. Review Election Results

Council reviewed the official election results (copy attached) and discussed the transportation tax issue.

B. Administer Oath of Office

City Clerk Connie Shelton administered the oath of office for councilman to Louis M. Citro.

C. Council Appointments for FY01

1. Mayor ProTem

The motion was made by Councilman Burtrum and seconded by Councilman Pahlmann that Councilwoman North is appointed as Mayor ProTem of the Council. Motion passed unanimously.

2. Department Assignment- Public Affairs and Public Safety (see list)

This is assigned to the Mayor by state law.

3. Department Assignment - Accounts and Finance (see list)

This is assigned to the Mayor ProTem by state law.

4. Department Assignments – Public Utilities, Streets and Public Improvements, and Parks and Public Property (see list)

The motion was made by Councilwoman Pahlmann and seconded by Councilman North that the Departments be assigned as listed (see attached copy). Motion passed unanimously.

3. Appointment of Officers as per 78.070 RSMo

The motion was made by Councilwoman North and seconded by Councilman Citro that officers are re-appointed. Motion passed unanimously.

4. Appointment of Council Member to Planning Commission Board

The motion was made by Councilman Pahlmann and seconded by Councilman Citro that Councilwoman North is appointed as council representative to the Planning Commission. Motion passed unanimously.

III. ADJOURN

The motion was made by Councilman Citro and seconded by Councilwoman North to adjourn. Motion passed unanimously.
