The City Council met for a special council meeting at 4:30 p.m. on July 26, 2002 at City Hall. Members present were Mayor Joe Paul Evans, Councilwoman Judy North, Councilman Jack Pahlmann, Councilman Louis Citro, and Councilman Bob Burtrum. Also present were City Administrator Royce Fugate and City Clerk Connie Shelton.
Mayor Evans established a quorum and called the meeting to order at 4:30 p.m.
II. COUNCIL
ACTION
City Administrator Fugate recommended a Roscoe RA-300, Truck Mounted automated pothole-patching unit at a price of $64,500. He reviewed research (copy attached) he had done on similar units. He also said that actual year-end unrestricted cash reserves were more than budget projections, and would allow this purchase. The motion was made by Councilman Burtrum and seconded by Councilman Citro to amend the budget up $64,500 for a patch truck and to accept the bid from Cummings, McGowan & West at $64,500. Motion passed unanimously.
A. Tax Levy Discussion – After reviewing the tax levy options (copy attached), council agreed to propose .2700 as the tax levy for the general fund (instead of the .2725 ceiling proposed by the state) to be published in the Daily Quill. A hearing will be held for the public August 19, 2002 at 7:00 in the Public Library.
B. Strategic Plan – Mayor Evans requested a meeting be set to update the strategic plan. Council agreed to meet September 23, 2002 for a 2-hour retreat for this purpose.
The motion was made by Councilman Pahlmann and seconded by Councilman Burtrum to adjourn. Motion passed unanimously.
