MINUTES
WEST PLAINS CITY COUNCIL SPECIAL MEETING
City Council Meeting
September 5, 2001

The City Council met for a special council meeting at 4:00 p.m. on September 5, 2001 at the Public Library. Members present were Mayor Joe Paul Evans, Councilman Jack Pahlmann, Councilman Louis Citro, and Councilman Bob Burtrum. Also present were City Clerk Shelton and City Administrator Fugate

I. PRELIMINARIES

Mayor Evans established a quorum and called the meeting to order at 4 PM.

II. READING OF BILLS

 A. Bill 580 to become Resolution 580. A Resolution of the City of West Plains, Missouri stating intent to seek funding through the Community Development Block Grant Program and authorizing the City to pursue activities in an attempt to secure funding was read. The motion was made by Councilman Citro and seconded by Councilman Pahlmann that Bill 580 becomes Resolution 580. Yea: Mayor Evans, Councilman Pahlmann, Councilman Burtrum. Abstain: Councilman Citro. Motion passed.

III. MISCELLANEOUS

 Strategic Plan Review

 Dr. Jim Kaatz of the Center for Social Sciences and Public Policy Research, Southwest Missouri State University reviewed results of the strategic plan work done with council and citizens (copy attached).

IV.ADJOURN TO CLOSED SESSION FOR PERSONNEL DISCUSSION RSMO 610.032 (3)

 The motion was made by Councilman Citro and seconded by Councilman Pahlmann to adjourn to closed session as per RSMO 610.032 (3) Personnel.

IV.ADJOURN

 The motion was made by Councilman Pahlmann and seconded by Councilman Burtrum to adjourn. Motion passed unanimously.
