WEST PLAINS CITY COUNCIL MEETING
City Council Meeting
October 15, 2001
The West Plains City Council met in regular session on October 15, 2001 at West Plains Public Library, 750 West Broadway with the following members present: Mayor Joe Paul Evans, Councilman Jack Pahlmann, Councilwoman Judy North, Councilman Louis Citro, Councilman Bob Burtrum, City Administrator/Engineer Royce Fugate, P.E., City Clerk Connie Shelton, and City Attorney Charles Cantrell.
I. PRELIMINARIES
Mayor Evans established a quorum and called the meeting to order at 7:00 p.m. Council adjourned to closed session.Rev. Mark Mildren gave the invocation. Councilman Burtrum led the Pledge of Allegiance.

III. OPEN SESSION - PRELIMINARIES
At 7:00 p.m. Rev Mark Mildren gave the invocation. Councilman Citro led the Pledge of Allegiance.
Public Hearings
A. Don and Charlotte Jennings, Annexation of 7 Acres, Creamery Road R-3 Zone (urban Residential. There was no comment from the audience.
IV. APPROVAL OF MINUTES
The motion was made by Councilwoman North and seconded by Councilman Citro that the minutes of August 20, 2001 regular meeting and August 27, 2001, September 5, 2001 special meetings be approved as corrected. Motion passed unanimously.
V. CONSIDERATION OF PAYROLL AND BILLS
The motion was made by Councilman Citro and seconded by Councilman Pahlmann to approve payment for the payrolls of August 21, 2001 and September 4, 2001 and bills for August 2001. Motion passed unanimously.
VI. CONSIDERATION OF FINANCIAL STATEMENT
City Clerk Connie Shelton gave a financial report for the period ending September 30, 2001.
VII. RECOGNITION OF GUESTS
A. Tim Hagen and Cherry Fite from South Central Public Health Services presented information regarding the combined local response to the Anthrax threat as well as other readiness measures.
VIII. READING OF BILLS
A. A. Bill No. 3733 to become Ordinance No. 3733 to change the official zoning map from R-1 (Single Family Residential) to C-2 (General Commercial), 311 Pine Street - Rollin Smith was given second reading. The motion was made by Councilman Citro and seconded by Councilman Pahlmann that second reading of Bill No. 3733 be accepted and become Ordinance No. 3733.

The motion was made by Councilman Pahlmann and seconded by Councilman Citro to approve the application for a tavern liquor license for Nancy Bassett. Motion passed unanimously.

X. Administrator’s Report
City Administrator Fugate reported as follows:
· A. Special Meeting for Employee Insurance Bids - October 23, 2001, 7:00 at City Hall
· B. Report on MPUA Meeting and Alliances
· C. Storm Water Drainage Meeting. A meeting was held in Springfield, which is the first of three where Phase II of DNR Rules was discussed. West Plains will have to have a storm water drainage plan in place by March 2003. He said that he and the engineering department will put together a plan by June or early July at which time an Ordinance regarding discharge which will be required. This will probably require another DNR fee to the citizens which he estimated to be $3 to $5 per person per year.
· D. Scheduling of Projects: The skateboard park has been scheduled as high priority after current building projects are completed.
· E. Air Evac Offer Air Evac has offered to furnish emergency helicopter service for all employees at a cost of $10 per person per year. This service would cover employees on the job whether the emergency is job related or not.
. F. Lease of Property - Around Bruce Hardwood: Bruce Hardwood has requested to either lease or buy approximately 6 acres around their plant on Abe Taylor Blvd.
. G. Fire Department- Fire Chief Bean is working on a structure plan outlining the chain of command. An assistant chief is being considered which would be advertised as open in house.
XI. Miscellaneous
A. Appoint Member to Planning Commission to Replace Dale Sukow. This was postponed.
A. Announce Council member filing timeline 8:00 a.m. October 23 to 5:00 p.m. November 20, 2001

The motion was made by Councilman Pahlmann and seconded by Councilman Burtrum that the meeting adjourn. Motion passed unanimously.
