MINUTES
WEST PLAINS CITY COUNCIL SPECIAL MEETING

City Council Meeting
October 23, 2001

The City Council met for a special council meeting at 7:00 p.m. on October 23, 2001 at City Hall. Members present were Mayor Joe Paul Evans, Councilman Jack Pahlmann, Councilman Louis Citro, Councilwoman Judy North, and Councilman Bob Burtrum. Also present were City Clerk Shelton and City Administrator Fugate

I. PRELIMINARIES

Mayor Evans established a quorum and called the meeting to order at 7:00 PM.

II. READING OF BILLS

 A. Bill 584 to become Resolution 584. A Resolution authorizing the City of West Plains, Missouri to enter into a contract with Air Evac for emergency air transport services was read. Council discussed the fact that insurance already covers this service and the advantage of priority on emergencies. The $10 that the City pays will also be a credit toward family membership if desired. The motion was made by Councilman Pahlmann and seconded by Councilman Citro that Bill 584 become Resolution 584. Motion passed unanimously.

III. COUNCIL ACTION

 Employee Health Insurance Bids City Administrator Fugate and Personnel Clerk Glenda Hunter explained bids and said that the employee committee met twice to review the bids (copy attached). Davidson Insurance Agent Dick Davidson spoke to council regarding their dental and life bids. The motion was made by Councilman Pahlmann and seconded by Councilman Burtrum to approve the Blue Cross Blue Shield bid from Barker Phillips Jackson for health insurance, the Delta Dental bid from Davidson Insurance for the dental insurance, the Hancock Insurance bid from Davidson Insurance for the life insurance, and also to offer an option for employee paid insurance for the KC Life from Davidson Insurance on the vision insurance. Motion passed unanimously.

IV. MISCELLANEOUS

 Planning Commission Appointment

  The motion was made by Councilman Pahlmann and seconded by Councilman Citro to appoint June Proffitt to the Planning Commission Board to replace Dale Sukow. Term to expire September 2003. Motion passed unanimously.

  Trip to Columbia - Skateboard Park

  City Administrator Fugate reported that he, Wes Parks, and others made a trip to Columbia to examine their skateboard park. The Jay Hawk Grant for parks that will be available soon.

IV.ADJOURN

 The motion was made by Councilman Pahlmann and seconded by Councilman Burtrum to adjourn. Motion passed unanimously.
