The West Plains City Council met in regular session on December 16, 2002 at West Plains Public Library, 750 West Broadway with the following members present: Mayor Joe Paul Evans, Councilman Jack Pahlmann, Councilman Louis Citro, Councilman Bob Burtrum, City Administrator/Engineer Royce Fugate, P.E., City Clerk Connie Shelton, and City Attorney Charles Cantrell.
Mayor Evans established a quorum and called the meeting to order at 7:00 p.m. Councilman Citro led the Pledge of Allegiance.
Public Hearings:
1. City Bus System-Transit Grant 2003-04 – no response from the audience
2. Rezone-Physician’s Acumen Enterprises From R-2 (Urban Residential to C-2 General Commercial)—no response from the audience.
3. Annexation-Physicians Acumen Enterprises C-2 Zone (General Commercial) South Business 63—no response from the audience.
The motion was made by Councilman Pahlmann and seconded by Councilman Citro that the minutes of November 25, 2002 regular meeting be approved. Motion passed unanimously.
III. CONSIDERATION
OF PAYROLL AND BILLS:
The motion was made by Councilman Burtrum and seconded by Councilman Citro to approve payment for the payrolls of November 26, 2002, December 3, 2002, and December 10, 2002 and bills for November 2002. Motion passed unanimously.
City Clerk Connie Shelton presented the financial report for the month of November 2002 (copy attached).
V. RECOGNITION OF GUESTS
1. Phil Martin 1802 Lynn and Suzanne Smith 1801 Lynn requested information on the SEMA grant to buy out properties along frequently flooded areas. City Administrator Fugate reported that they got preliminary notice of the grant award on Friday afternoon, December 13 and a notice from the Governor on Monday, December 16. They plan to meet with SEMA officials soon to find out what the guidelines are and then meet with residents to explain the process. He said that six houses on the west side and one on the east side of town would be included.
2. Evelyn Lindsey, representative of the Senior Citizen’s Center, said they would like to add more space to the Center for crafts. They are asking for a 16’ x 20’ addition with storage to the west and will submit a preliminary floor plan for consideration. City Administrator Fugate said he would work with the organization to get volunteers, donations, and with the Division of Aging on this project.

being done now with West Main scheduled next.

Christmas Eve
Schedule – It was agreed that employees would get an additional ˝ day on
Christmas Eve and filing for the Charter Commissioner would be from 8:00 – 9:00
on the 24th.
C.
SWPA Resources
– regarding a recent notice from the Little Rock Corp of Engineers, their
decision on a change in their storage method could impact our power costs. He encouraged council and the public to get
involved in the fight against this change.

Reappoint Jerry
Walker to Housing Authority Board, Term Expires December 2003
The motion was made by Councilman Pahlmann and seconded by Councilman Citro to reappoint Jerry Walker to the Housing Authority Board with a term to expire December 2003. Motion passed unanimously.
B.
Set Council Meeting
Date for January
It was agreed to meet January 27, 2002 for the regular meeting because of the Martin Luther King Holiday on January 20.
C. Snow Removal. Council commended the
street department and others who helped with the great job on snow removal.
